The last few months since Tracy's departure have been a <span id="SPELLING_ERROR_0" class="blsp-spelling-error">whirlwind</span> of bricks falling from the sky, parking lots slipping into the sea, endless phone calls, meetings and many hats to wear. Oh the joys of a General Manager at a urban marina, they call this personal growth. I would like to take this opportunity and give many thanks to my wonderful team of employees, to include our NEW Marina Manager, Jesse Sherwood. With all their dedication, hard work and much <span id="SPELLING_ERROR_1" class="blsp-spelling-corrected">Patience</span>, they made this transition appear to be seamless, my <em>drogue in turbulent seas.</em> Our tenants have been most gracious as well in excepting the change in command and all the uncertainties that go along with it, thank you.<br /><br />One of the first items that landed on my desk, my lap and almost <span id="SPELLING_ERROR_3" class="blsp-spelling-corrected">squarely</span> on my head is, the Murry Morgan Bridge project and all things associated. I will update you through this blog as info is made known to me. We will post on bulletin boards and also <span id="SPELLING_ERROR_4" class="blsp-spelling-corrected">communicate</span> via our <span id="SPELLING_ERROR_5" class="blsp-spelling-error">facebook</span> and email contact list. It is apparent after the past month of many complaints and concern for personal safety and noise, they have listened. The noise has toned down a bit, they are building a <span id="SPELLING_ERROR_6" class="blsp-spelling-corrected">separate</span> containment system for the dust, the crew yelling should have ceased completely. They have hired an outside agency, Integrity Safety Services, to monitor the air quality, noise levels and take periodic dust samples to the labs, the request was made for this by our tenants 9/1/11 at our public meeting and they responded by 9/6/11, with a weekend and holiday in between. I have accepted a position at the Port of Seattle to oversee Shilshole, Bell Harbor, and Harbor Island Marinas. When I first arrived at the marina there were three people working here and all the marina keys were in one shoebox. It's hard to believe where the marina is at now compared to 2002. We've had a few days now without the liquid weather; if only we could turn up the heat a little faster. <br /><br />In preparation for the upcoming warmer(?) season, we are making progress on several items that you might be interested in:<br /><br /> <br />1.<strong>Tenant Lounge</strong> - The wall is in and painted. The carpet has been ripped up and we are on the schedule to have a new piece put in. Click has installed a cable hook-up for the 50' TV that we are getting. We have a kitchen table with chairs and we are currently searching for a couch and a couple of chairs for the area around the TV. We are also looking at changing some of the light fixtures. The room should be ready sometime in May.<br /><br />2.<strong>Exterior Painting</strong> - Painting will most likely start in early May. They will be pressure-washing a building and then painting that building a day or so later. Some locker access may be termporarily impaired.<br /><br />3.<strong>Kayaks</strong> - Kayaks, Stand-Up Paddlers, and a paddle boat should be arriving some time in mid-May and ready for rental shortly after. We will have hourly, two hour, daily, and weekly rates.<br /><br />4.<strong>"Salty Dock Days"</strong> will be on June 11th starting at 10am. We are currently working out logistics for restroom & laundry room access as well as relocation for the utility runs.<br /><br />5.<strong>Waterway Security</strong> - Lori is working with Coast Guard and contractors to see if we can qualify for a grant that will provide security cameras for the marina. These will not only serve to protect the marina, but also assist the Department of Homeland Security in keeping our waterways safe.<br /><br />6. <strong>Movie Nights</strong> - We will be having 7 to 8 possible movie nights this summer. The movies will be on the hoist deck with a 12' screen. We will have popcorn available and will keep the store open later for goodies. Due to licensing requirements, the marina is not allowed to publish actual titles that will be showing on these nights. However, tenants and guests may call and ask for the planned movie on a particular night. If you would like to see a particular film, please let us know.<br /><br />7. <strong>Municipal Dock Site Grant </strong>- I recently applied for a grant from the City of Tacoma for a large decorative banner to be hung from the Municipal Dock Site fence. Our goal is to try and discretely camouflage the decaying lot until such time as development takes place. If approved, we are looking to put pictures of the old Tacoma Waterfront on the banners to commemorate the history of the area.<br /><br />8.<strong>Gate 2 Liveboards </strong>- It looks like we are finally getting our claim settled from the November 2010 storm. In our claim, I asked for partial compensation for our liveaboards that were on the affected docks and had to evacuate. I know it is not alot, but you will be receiving $40 credit on your account as soon as we receive the reimbursement.<br /><br />9.<strong>Wine Club </strong>- I have been talking to some wine vendors about possibly creating a Foss Harbor Marina Wine Club. This would include a monthly tasting event as well as delivery of a couple bottles of wine per month. I thought I would post a few pictures so that you could take a look at some of the beautiful scenery that was on display in the southern latitudes. Some are urging me to put together a program/talk about the trip. If I have the time, I might be able to share my experience as part of the festivities on Marina Day, June 11, 2011. </div><br /><div>I hope you all are faring well and looking forward to the start of spring. I know I for one could use some warmer temperatures and sunny days.</div><br /><p>It has taken me a while to catch-up with everything here at work. I don't think I'm quite there yet, but I am getting closer. I'm sure you are anxious to know about some of the things going on behind the scenes right now at the marina. We have several exciting things in the works.<br /></p><ol><li><strong>Tenant Lounge</strong> - Alan and his handy helpers have started putting up the wall in the back section of the store. He has been putting up drywall all day today. After the wall is finished, we will be painting and then it will be on to the flooring. We have some new carpet left from our store remodel that we will be installing. After the space is finished, we hope to put in a couch, a table, a TV and whatever else we can think of.</li><br /><li><strong>Exterior Painting</strong> - It is still our intention to paint the upland buildings this spring. We haven't determined the exact color of this facelift.</li><br /><li><strong>Passport to Puget Sound Program</strong> - The 2011 Passport program has been launched. The bingo card has expanded from 16 squares to 25 squares with additional marinas now participating. There are five free spaces this year and you have the ability to get a wildcard sticker from Westmar Insurance that you will be able to put on any square of your choosing. The object is to visit as many marinas as possible on the card. Once you get one full line or a "Bingo", you win a free t-shirt. If you are one of the first 20 vessels to get a"blackout" , you may pick one of the twenty Grand Prizes worth $300-$500. The cost will be $50/person. There will be refreshments, Entertainment, and a raffle. The Tall Ship Adventurous will be open for free dock-side tours from 4pm to 6pm. We are also looking at standup surf paddlers and paddle boats.</li><br /><li><strong>Marina Day</strong> is on June 11, 2011 this year. We are combining forces with the Foss Waterway Seaport to create a brand new event called "Salty Dock Days". They will be premiering their brand new exhibit on the Mosquito Fleet. We plan on having entertainment, food, safety demonstrations, speakers, and hopefully an outdoor movie to top off the night. Let us know if you are interested in helping or have some ideas for the event.</li><br /><li><strong>Esplanade rebuild</strong> - you will probably start seeing engineers and surveyors on site designing the next section of the esplanade. The earliest start date for the actual constuctions was slated for this fall, but I think they are running a little behind schedule.</li><br /><li><strong>11th Street Bridge</strong> - The City will begin their 2 year remodeling project on the 11th Street Bridge this April. We will lose the parking under the bridge while the project is underway. There are building a new storm water drainage system that will filter down underneath the bridge where the current parking is.</li><br /><li><strong>Thea Foss Waterway Protection</strong> - I am currently working with a committe on the Tacoma Waterfront Association that is developing a plan to create a wave attenuator to help protect the waterway from storms, such as last Novembers. At this point in time, we are trying to find all of the potential stakeholders(USCG, Department of Ecology, WDFW, DNR, City of Tacoma,EPA, Tug & Barge traffic, ect...) so that we can properly plan. This is a long project and will take several years to come to fruition. If you are interested in such things, please contact me or the Tacoma Waterfront Association. They typically have meetings on the second Wednesday of the month @ 11:30am @ the Foss Waterway Seaport. The meeting for this April is cancelled in lieu of the fundraiser.</li><br /><li><strong>Waterway Security</strong> - Lori is working with Coast Guard and contractors to see if we can qualify for a grant that will provide security cameras for the marina. Please be careful out there with the weather and the celebrations.<br /><br />It looks like we may have some exciting things coming for 2011. The first of which is the completion of the laundry room remodel. We expect to have this completed sometime this next week. We are just waiting for the floor to be put in.<br /><br />Late February, we should be close to installing 40' covered moorage on the south side of the boathouse dock. So for any of you out there who are interested, come in and put down a deposit to reserve one of the 8 slips that will be available. This covered moorage will have light-penetrating roof panels and thus more ambiant light in general.<br /><br />We are also currently getting estimates for painting the storage lockers and the main marina building. We are really excited about making this happen because it will give the marina grounds a much needed facelift.<br /><br />The Passport to Puget Sound program has been renewed for 2011. We will be meeting with all the involved marinas the first week in January to sort out all of the details.<br /><br />After the lovely storm on November 22, 2010, I approached the Board of the Tacoma Waterfront Association about developing a plan for a breakwater or wave attenuator for the Thea Foss Waterway. They have agreed that the timing is right and will start forming a committtee to pursue this endeavor. This process will take some time, but it is something we need to begin now if we ever hope to provide more protection for the city's premier waterway. If you are interested in the Tacoma Waterfront Association, the next meeting is on Wednesday, January 12th @ 11:30am at the Foss Waterway Seaport.<br /><br />Also, if you experienced the parking frenzy that occurred because of the Christmas running event a few weeks ago, please know that we have talked to the sponsors. They have been instructed to change their on-line parking maps and they will also notify us of their upcoming events. I'd like to wish you a wonderful holiday season and I even have a gift to kick off the festivities. We will once again be holding moorage rates to their current level. This will make it a tight stretch for the marina, but we realize that many of you are in the same boat, so to speak. The only increase will be a 2% raise on locker fees, which will amount to an additional $3.50 per month.</div><br /><div>At some point in the future, we will have to increase our rates to keep up with expenses. I recently did a financial analysis and determined that for each dollar that is paid to the marina, we only get to keep twelve cents. This is definitely making it a challenge for us to fulfill our of goal of continually improving the marina.</div><br /><div>Speaking of marina improvement, I have some good news. I recently ordered 6 new stacked washers/dryers for the laundry room. Within the next couple of weeks, we will be closing the laundry room to remodel and install these new units. In order to operate these additional machines, plumbing and and electrical work will be required. So, you can expect the laundry room to be closed for 1-2 weeks. I apologize for the inconvenience, but I think you will be happy with the improved facility.</div><br /><div>Another item that has been occupying my time is the possibility of a snowy winter. With snow, one of my first concerns is the covered moorage docks. As you know, when the snow load increases on the roof, the dock freeboard starts to decrease. So, you may see the activation of our covered moorage snow plan this fall & winter. We have measured the current freeboard of all covered moorage docks. If the freeboard decreases by 4", we will ask the liveaboard tenants in covered moorage to move to open slips for their safety. After the liveaboards have been contacted, the remainder of covered moorage tenants will be notified. We will offer open slips to those tenants on a first come, first serve basis. If the freeboard further decreases by 5" and if it is safe to do so, we will attempt to remove some of the snow manually by sending an experienced employee onto the roof.</div><br /><div>Our primary concern during inclement weather is the safety of our employees and our tenants. Our second priority is the protection of tenant and marina assets. Thus, there may be a time when we will need to cordon off sections of the marina for people's safety. This might include locking down entire gates. I don't see this happening, but it is always a possibility. Obviously, if the situation were to arise, our goal would be to get all Liveaboard vessels to an area in the marina where people have adequate access to their boat homes.</div><br /><div>Please use extreme caution during snow and ice conditions. If at all possible, travel in pairs and limit your trips up and down the docks and ramps. Remind yourself where the safety ladders are on your dock should you accidentally slip into the water. Ice melt will be located in buckets by the ramps. We will also have extra snow shovels available to borrow if you need them. We will be as diligent as possible when it comes to snow and ice, but remember you are transiting the docks at your own risk.</div><br /><div>If conditions merit, the water will be shut-off. When this happens, the fire department is notified of our condition. This requires that employees and security personnel keep a diligent eye out for fire issues. If there ever was a fire, the fire department has told us that they would be using their own equipment and would not use the hoses on the dock anyway. Please remember that you do have fire extinguishers available for your use as well. We do not shut-off the water to make it hard on our tenants. As a matter of fact, it takes a great deal of time to shut the water off and drain the lines. However, if we do not turn off the water, it results in multiple line breaks. This translates into the water being off for even a longer period of time. I am sorry if you are angered by this policy, but it gives the marina and the tenants the best outcome - no pipe replacement & quicker access to water when the temperatures go up. Predicting potential temperatures down on the waterfront is not an exact science and based on past experiences we would rather err on the side of caution.</div><br /><div>When possible,we will run a hose from the main building down to the fuel dock for those who run out of water. It is best to always keep your water tanks as full as possible during the winter months just in case we have a cold snap.</div><br /><div>I thank all of you for your cooperation and understanding. I'm sure in my place, you would come to similar conclusions. For those of you out there that feel you need to call the authorities to report our water status, please let me reiterate that this is already part of our process. So, in an attempt to bond together more as a team, I will be updating you with blog articles titled, <em>View From the Pilot House.</em></div><br /><div>The first thing I would like to say is thank you. Thank you for choosing our marina. Thank you for being responsible boat owners. Thank you for helping us continually improve our marina community so that it is a place that we all want to be. You are all important to me and my main focus has always been trying to improve your experience at the marina.</div><br /><div>Lately, I think many of you feel bombarded by various letters from the marina requesting that you follow certain Marina Rules and Regulations. I do apologize if these requests felt heavy-handed or dictatorial. I can assure you that they were not intended to be so. The intention was to create a marina that we can all enjoy with minimal conflicts. Sometimes, we all lose sight of the intended purpose of a request, especially if it is phrased in an unappealing manner. I have been guilty of that myself on several <span id="SPELLING_ERROR_0" class="blsp-spelling-corrected">occasions</span>. </div><br /><div>I would like to take the opportunity to explain some of the requests that the marina has issued lately and explain why they are beneficial to the marina as a whole.<br /></div><ol><li><strong><span id="SPELLING_ERROR_1" class="blsp-spelling-error">Liveaboard</span> pump-out policy</strong> - We must track <span id="SPELLING_ERROR_2" class="blsp-spelling-error">liveaboard</span> pump-out compliance in order to fulfill our aquatic lands lease obligations with the Department of Natural Resources. The State of Washington actually owns the Aquatic Lands over which your vessel floats. If they are unable to see evidence of <span id="SPELLING_ERROR_3" class="blsp-spelling-error">liveaboard</span> pump-out compliance, they may take away our <span id="SPELLING_ERROR_4" class="blsp-spelling-error">liveaboard</span> privileges. It has been very difficult to try and get 100% compliance and we've been trying for over 8 years. We've tried the soft approach, the please please approach, and nothing seems to work. Unfortunately, in order to change the former status-<span id="SPELLING_ERROR_5" class="blsp-spelling-error">quo</span>, there has to be consequences for people to change their behaviors. I am aware that there are a lot you who have always done the right thing and I am <span id="SPELLING_ERROR_6" class="blsp-spelling-corrected">grateful</span> for your leadership in this area. We have set-up the standard protocol for pumping-out twice per month, feeling that this was a reasonable number for most <span id="SPELLING_ERROR_7" class="blsp-spelling-error">liveaboards</span>. However, it does not mean that we won't adapt to an individual boat's particular pump-out schedule. If you have a large tank with only one person, then maybe one pump-out per month is fine. We just need to verify the details and document for the satisfaction of the <span id="SPELLING_ERROR_8" class="blsp-spelling-error">DNR</span>. We are not trying to be heavy-handed, but as I stated above, we have tried for eight years to gain 100% compliance and for some reason the message isn't getting through to all parties. We'd appreciate all of your help in encouraging others to comply.</li><br /><li><strong>Personal Items on Finger Piers & in Covered <span id="SPELLING_ERROR_9" class="blsp-spelling-error">Moorage</span> Rafters - </strong>This has always been an issue at this marina and every other marina. It is clearly stated in the rules that the only thing that should be on finger piers are your boarding steps and that they should only take up half the width of the pier. The marina receives two kinds of complaints regarding this issue. The first complaint is that a neighbor has a bunch of junk on the finger pier and it is making it unsafe for them to transit to their boat. The second complaint is when we ask people to remove stuff from the finger pier. No matter what the marina does in this situation, we are in a lose-lose equation. 90+% of marinas do not allow personal items to be staged on their finger-pier or hung on the covered <span id="SPELLING_ERROR_10" class="blsp-spelling-error">moorage</span> structure. The rule was created for the following reasons: it is a safety hazard to have items on the finger pier; people tend to trip and fall into the water; when they trip and fall they usually don't blame it on the responsible party; the marina is typically blamed for not forcing tenant X to remove their stuff; once one person puts items out, it spreads like a virus and suddenly the whole marina starts looking like Sanford & Son. Me, personally, I like flowers, which is why we try to hang up the flower baskets and keep adding more flowers each year to the marina. I understand wanting to have them around your boat, I would too. However, this multiplies faster than rabbits on an isolated island. We can't be in the business of deciding who gets to keep what on their finger pier. It isn't fair to you the tenant and it isn't fair to the marina employees. After looking at this issue, we are examining the possibly of putting in some small pea-patches for tenants to plant stuff for themselves next summer. I would love it if we could learn to understand each other's obstacles and come together as a team to find workable solutions.
